Overview
The competitiveness of a region depends on far-sighted industrial development policies. Smart Specialisation Strategies (S3) help to identify new value chains worth developing within two or more industrial sectors present in a region. However, putting the S3 model into practice is often difficult. The S3-4AlpClusters project developed a S3 innovation model in order to overcome four major obstacles that often hinder effective smart specialisation: identifying opportunities, prioritising development options, activating need-based cooperation between regions and finally achieving the desired smart industrial transition. This approach was successfully tested in pilot regions of Alpine Space countries.

Book: Smart Specialisation Strategies with Smart Clusters - A New Approach to Generating Transformative Activities
ToolThis book addresses the challenge of identifying and developing transformative activities for the practical implementation of Smart Specialization Strategies (S3).The S3-4AlpClusters project aims at enhancing smart industrial transition in the regions of the Alpine Space by facilitating innovation through cluster initiatives and initiating interregional cooperation. Recent experiences show that the identification and development of transformative activities - i.e. the innovation capacities and actions that have the potential to lead to structural change - remain a significant challenge in the practical implementation of Smart Specialization Strategies (S3).
